She does think it would be good for the wedding, and she thinks even Magnus might even agree. Alec hasn't mentioned anything about a particular dress code or theme, so Isabelle figures she's free to wear whatever she likes, and so is Billy. Within reason, of course.
"It just looks so good on you," she tells him, giving him a sly smile. If he stays in the suit much longer she's going to want to tear it off him, so she gives him a little nudge back into the dressing room. "I'll let Magnus know. But try this, for now." She pushes another outfit into his arms, a little more casual this time, just a nice navy v-neck shirt, dark jeans and a grey blazer. The jeans are maybe a little tighter than Billy might have chosen for himself, but other than that she thinks she's being fairly tame, trying to keep in mind what he'll be comfortable in.
This time, when he goes back inside the dressing room, she goes into one of her own, getting changed into the dress before she waits for him again.
